In a groundbreaking move toward inclusive governance and digital transformation, the Department of Home Affairs has announced that, for the first time in South African history, naturalised citizens and permanent residents from visa-exempt countries will now be eligible to apply for Smart ID Cards.
This long-awaited reform was introduced by Minister of Home Affairs, Dr Leon Schreiber, and will take effect from Monday, 12 May 2025. It enables over 1.4 million individuals, currently holding green bar-coded ID books, to apply for Smart ID Cards using the eHomeAffairs platform or at participating bank branches across the country.
What Does This Mean?
Until now, naturalised citizens and permanent residents, despite lawfully residing in South Africa, were excluded from the digital Smart ID system. This exclusion limited their access to modern ID services and created a divide in how citizens were treated based on how their citizenship was acquired.
With this new development:
- Naturalised citizens and permanent residents will be treated equally to citizens by birth when it comes to Smart ID access.
- Individuals can now apply online, making the process more efficient and convenient.
- The move enhances national security, reducing the risk of ID fraud associated with outdated green ID books.
Why Is This Important?
This reform is a significant milestone in South Africa’s broader efforts to digitise government services and create a more inclusive public administration. Minister Schreiber called the reform “the single most significant milestone yet” in the department’s digital transformation.
More than just a technical upgrade, this reform restores dignity, equality, and recognition to hundreds of thousands of people who were previously underserved. It also supports the country’s goal of making secure, digital identity documents available to all who are entitled to them.

The Department of Home Affairs is expected to continue expanding its digital services. This includes increasing the number of bank branches that offer Smart ID and passport services, helping bring efficient government services to more people, regardless of location.
